Rule 142
Request a proposal
(1) After the short list is prepared according to Rule 141, the local body shall send documents related to the proposal to the interested parties in the list, by post, courier or person, and give at least 30 days time to request proposals from them. No fee will be charged for the documents related to the proposal sent in that way.
(2) In addition to the things mentioned in Section 31 of the Procurement Act, the following things should be mentioned in the document related to the proposal:-
(a) Proposal Demand Letter,
(b) The key manpower proposed by the proposer must have certified that their recent personal details are true and complete,
(c) That the financial proposal be opened only after evaluation of the technical proposal,
(d) Pass mark to be obtained by the proposer in the technical proposal,
(e) Whether or not the proposer can propose a separate work plan and manpower for the related work (f) Whether or not the offeror may comment on the scope of work (g) Sources of funds necessary to carry out the proposed work.
(3) The local body should mention the proposal evaluation in the document related to the proposal.
(4) According to sub-rule (3), when mentioning the burden, it should be done as follows:-
(a) If the selection quality and cost method of the proposal is adopted, according to the nature and complexity of the work, the total weight of the technical and financial proposal should be one hundred and out of such total weight, the total weight of the technical proposal should be seventy to ninety and the weight of the financial proposal should be determined such that it should be thirty to ten. br> (b) If the proposal selection quality method, fixed budget method and low cost method are to be adopted, the total weight of the technical proposal should be determined to be one hundred.
(5) The available budget should be disclosed in the proposal when calling for a proposal to select a consultant through a fixed budget method.
(6) When the basis for selecting the consultant is mentioned in the document related to the proposal, the public body shall use the following basisAn appropriate base should be mentioned according to the nature and complexity of the work without exceeding: ">


(a) Format of Financial Proposal and Technical Proposal (b) Method of preparation of technical and financial proposals,
(c) In what stages the work will be completed, whether additional work can be given or not,
(d) If the proposer needs to obtain any information regarding the documents related to the proposal, the manner in which such information can be obtained,
(e) that the consultant cannot sub-contract any part of the proposed work,
(f) information regarding information, services, equipment provided by public bodies,
(g) That there shall be no meeting of the proposers before the submission of the proposal,
(h) Period of Validity of Offer
(i) If the public body feels that any work related to the supply of goods, construction work, other services or consulting services created under the proposed procurement process may conflict with the interest of the proposed consulting service by giving the work to a consulting firm or an organization affiliated with it, such proposer or person shall Something that cannot be given,
